Dr. T. Edward Liberty

Dr. T. Edward Liberty is the first Director-General of LISGIS and was appointed by the President of Liberia, Her Excellency Madam Ellen Johnson Sirleaf in 2006.

Since his appointment as the Director-General, Dr. Liberty has spearheaded numerous initiatives that have established LISGIS as the official institution for providing statistics on vital socio-economic indicators in Liberia. His key achievements include the successful implementation of Liberia’s first post-war National Population and Housing Census in 2008. In addition, LISGIS has conducted a range of important surveys under his supervision such as the Core Welfare Indicator Survey in 2007 and 2010, Demographic and Health Survey in 2007 and 2013, Malaria Indicator Survey in 2009 and 2011, Labor Force Survey in 2010, Comprehensive Food Security and Nutrition Survey in 2008, 2010 and 2012 and the National Establishment Survey/Census from 2008-2013. His work has also been instrumental towards the planning and implementation of the Government’s five-year plans - Poverty Reduction Strategy I & II. He has also closely worked with the Government towards formulating Vision 2030, Liberia’s medium term development plan that envisions Liberia to achieve middle-income country status by 2030.

Dr. Liberty is a graduate of University of Liberia, where he obtained a Bachelor of Science Degree in Mathematics in 1972.  He was awarded a Master of Science degree in Statistics from Iowa State University in Ames, USA in 1979. In 2000, he received a Doctor of Philosophy (Honorary Carousal) in Statistics from Cornerstone University and Seminary of Jerusalem.

Dr. Liberty has previously served the Government and People of Liberia in various positions including, Director for Industrial Statistics (September 1979 – August 1984), Assistant Minister for Statistics (September 1984 – November 1997), Deputy Minister for Statistics (December 1997 – January 2006), Acting Minister of Finance (January 2006 – April 2006), Acting Deputy Minister of Finance for Revenue (April 2006 – May 2006), Acting Deputy Minister for Expenditure and Debt Management (May 2006 – November 2006).
